Three minutes later, Reuben Garrick scored the Dragons' third try, while yet another Lomax penalty goal followed soon after.
Two tries to the Sea Eagles in the final four minutes of the first half saw the Dragons head into the sheds up 20-12.
The Dragons raced out of the blocks in the second half when they crossed for two tries within the first minutes through Lomax and winger Jason Gillard.
Following an otherwise tough second half, the Sea Eagles finally found momentum by scoring three tries in an eight-minute period.
Yet the Dragons were able to hold on in the dying minutes to secure their fifth win of the season and second on the NYC competition ladder.
